Why We Need It
It’s not often that politicians from different parties see eye-to-eye on an issue, but expansion of pre-k is an issue that crosses party lines and unites Republicans, like former Governor Mark Schweiker, and Democrats, like former Governor Ed Rendell. High-quality pre-kindergarten and childcare programs close the opportunity gap, reducing the need for special education and remedial instruction. In addition, all the data show that access to high-quality early learning decreases crime, incarceration, and dropout rates during teenage years.

2025-26 Pre-K for PA Data Sources and Methodology
High-quality pre-k includes: an unduplicated count of PA Pre-K Counts, Head Start Supplemental Assistance Program, and Keystone STARS 3 and 4 enrollments; Head Start; public school pre-k; accredited or PDE licensed nursery school; and providers accredited by the National Association for the Education of Young Children, National Association for Family Child Care, National Early Childhood Program Accreditation, and Council On Accreditation.
Publicly funded, high-quality pre-k includes: the unduplicated count of PA Pre-K Counts, Head Start Supplemental Assistance Program and Child Care Works enrollments in Keystone STARS 3 and 4; Head Start; and public school pre-k.

Considering that approximately 70 percent of our nation’s state prison population failed to receive a high school diploma, education is a pivotal factor between incarceration and productive citizenship.
Knowing this connection from research and experience, law enforcement leaders have long supported investments in high quality pre-kindergarten as a key crime prevention strategy.
MetroKids: The Pre-K for PA Campaign
“I’m thankful that my child was exposed to an amazing curriculum in pre-Kindergarten,” says the Philadelphia mom, who says she could not have afforded preschool without financial assistance. “As a low-income parent and single mother, I knew that early childhood education was important, and I noticed a difference between my child’s development with a supportive system and without.”
Citizens’ Call: Cheltenham Schools Superintendent, Other Education Leaders, Assert Pre-K Priority
PA’s grassroots advocacy campaign for a statewide program of quality pre-kindergarten education services recently won the endorsement of Cheltenham Superintendent Natalie Thomas. Pre-K for PA, which aims to be a bullhorn for the notion that every three and four-year-old in the state should have an open door to an education program of high standards, has gained the support of more than two dozen PA school superintendents, including Thomas, who signed an open letter calling for state investment in high-quality pre-k.
Voters for Pre-K
We hired a bi-partisan polling team to conduct two polls among PA voters in the fall of 2013 and 2014. The results? There is strong voter support to ensure all children can access high-quality pre-k. Click below to see both years’ polling results.
