Pennsylvania’s Early Learning Programs Level-Funded for Remainder of FY 20-21
The principal partners of Early Learning Pennsylvania (ELPA), a statewide coalition of advocates focused on supporting young Pennsylvanians from birth to age five, thank the General Assembly for level funding state investments in high-quality pre-k, child care and evidence-based home visiting services to help Pennsylvania’s working families. ELPA operates three issue-based advocacy campaigns: Pre-K for PA, Start Strong PA, and Childhood Begins at Home.

Start Strong PA and Pre-K for PA Campaign partner the Pennsylvania Association for the Education of Young Children hosted a virtual classroom tour at Luv N Hugs Learning Center in Allentown today describing the challenges COVID-19 has caused the child care industry. State Representative Michael Schlossberg and State Representative Peter Schweyer participated in the tour and discussion.

Pennsylvania has a long tradition of investing in high-quality early childhood education, but it’s not enough. While Pennsylvania’s recently enacted state budget for 2016-17 will allow 6,200 additional children to enroll for a full year, about 70 percent of PA’s income-eligible three- and four-year olds do not have access because of inadequate funding. That’s 120,000 young children each year who might lack learning experiences in math and science fundamentals.

And as important as the billions of dollars the state spends annually on kindergarten through 12th grade education and higher education are, the money it spends on its youngest Pennsylvania, those aged three and four years old, are critical for future success.

Investment in high-quality early education is a crucial component in the development of communities across the state. I commend Gov. Tom Wolf for his proposed expansion of pre-K with an additional $40 million investment that will serve 4,400 more children statewide.
